ITANAGAR, Aug 24: Arunachal Indigenous Tribe’s Forum (AITF), conglomeration of all apex Community based organisations of Arunachal Pradesh and Indigenous Faith & Cultural Society of Arunachal (IFCSAP) has asked the state government to protect the land surrounding the Buddhist Gompa near Siddartha Hall Itanagar.
It further asked the state govt to address and restore the sanctity of all religious places in Arunachal Pradesh by protecting them from encroachment and other natural calamities.

ITANAGAR, Aug 24: ‘Arunachal Pradesh has been steadily increasing its literacy rate. But in terms of quality product, we are far behind,’ observed Rajiv Gandhi University Vice Chancellor Prof. Tamo Mibang as he exhorted the students to ponder upon quality education.

The manpower position especially in major subjects like English, History, Education and Political Science are also not in commensurate with the growing number of students in the college.

ITANAGAR, Aug 24: One Karam Lego of Dambuk drowned in Dibang River while looking for his cattle today. His body was recovered from in between Needham Ghat and Bomjir Village after a long search conducted by the local administration with help of public.
On getting the news of the drowning, the local administration along with police, public and youth leaders immediately started the search and rescue operation using the inflated rubber raft of ADC Dambuk. The body of Lego was located and recovered from in between Needham Ghat and Bomjir Village after a long search operation,” informed Dambuk ADC Atul Tayeng.
The bravery and courage shown by the rescue and search operation team in the turbulent river was appreciated by all, he said.
MLA visits landslide-
YINGKIONG, Aug 24: Local MLA Alo Libang accompanied by Tuting ADC and officers from Yingkiong and Tuting visited landslide hit Kugging village and assured the villagers to initiate appropriate measures to prevent or reduce landslides.
The MLA inspected the hillock located few meters above the village, where a major landslide had occurred threatening the village.
Libang suggested the villagers not to abandon their village hastily. He advised them to divert the MIC from the present direction to the other sides instead, which might be the one of the major factors for erosion and landslide.

After an elaborate discussion on various implications for preparations of vision document, the meeting set Aug 31 as the last date for submission of reports to the district administration by all HoDs.

Dept. urged to depute SSA teachers as coordinators
ITANAGAR, Aug 24: The All Arunachal Pradesh Contractual Employees’ Association (AAPCEA) has in a representation to the Chief Secretary today appealed him to direct the education department to depute only experienced SSA teachers as coordinators under the SSA instead of regular teachers.
While urging the education department to follow the central guidelines as practised in most of the central sponsored schemes like NRHM, APSACS, Swach Bharat Abhiyan and others while appointing coordinators at state, district and cluster levels, the association said there is already shortage of regular teachers in the state and appointing them as coordinators will further put much burden on the SSA teachers.

minister P K Thungon, who is in jail in a graft case, for his alleged role in a scam
relating to allotment of government shops here during 1993-
Special CBI Judge Sanjeev Aggarwal issued warrant against Thungon, also a former Chief Minister of Arunachal Pradesh, for September 14 after the court was informed that he was not present in the hearing as he was lodged at Rohini Jail here.
"Regarding accused P K Thungon, it is stated that he is in judicial custody and at present he is lodged at Rohini Jail in another corruption case. Issue production warrant against accused P K Thungon for the next date of hearing," the court said.
The court fixed the matter on September 14 for recording of statement of accused persons under section 313 of the CrPC as prosecution evidence in the case is complete.

Territorial integrity of Arunachal Pradesh will not be compromised to fulfil the aspirations of Nagas, said a joint release.
In a meeting held on 23rd August pertaining to the recent peace agreement and with reference to the press statements by various Naga based organisations including NSCN (IM) in its recent Independence Day celebration from its headquarter Hebron, clarifying their stand on the vexed issue of Naga territorial integrity and sovereignty, the AITF, IFCSAP and other community based organisations of Arunachal Pradesh reiterated that the content of recent peace agreement between Govt. of India and NSCN (IM) should be made public at the earliest for the benefit of all stakeholders.
“When the NSCN (IM) has clarified their stand on public domain about their principle of negotiations i.e. not compromising their demand of sovereignty and territorial integrity of all Naga inhabited area including some parts of Arunachal Pradesh, the opinion of likely affected people of Arunachal Pradesh must also be addressed before signing the final peace accord”, said the joint statement.

Org writes to EAC on Tawang basin study shortfall

ITANAGAR, Aug 24: Save Mon Region Federation (SMRF) has written to the Expert Appraisal Committee (EAC) on River Valley & Hydroelectric projects (Ministry of Environment, Forests and Climate Change) regarding the Tawang river basin study being taken up for discussion by the EAC in Delhi on Tuesday highlighting major issue in the current Tawang basin study. It said that some hydropower projects, ancillary industries and activities have not been included in the Tawang river basin study in violation of recommendations of the Forest Advisory Committee (FAC).
In the study, the impacts of 7.5 MW Khangteng and 3.0 MW Shyaro Nala, being built to provide construction power to 780 MW Nyamjang Chhu HEP is not included. These are being developed by NJC Hydropower Ltd. to provide construction power for the 780 MW Nyamjang Chhu project and part of the same MoA signed by the state govt for the larger project.
“The environmental and social impacts of these small projects are part and parcel of cumulative impacts due to the 780 MW Nyamjang Chhu project as well as the cumulative impacts at the Tawang river basin level”, said the SMRF.
The government of Arunachal Pradesh has not sought prior approval under the Forest (Conservation) Act, 1980 from the competent authority.
The Organisation believes that the state government has deliberately left out two projects from the Tawang river basin study to hide the fact that these projects are being built illegally by NJC Hydropower Ltd, the developers of the Nyamjang Chhu project.

It further said that NEHU’s basin study has failed to study the impact of linear intrusions such as roads, power lines, tunnels which increases the impact on forest and biodiversity much more than has been estimated.
It further alleged that large land banks of forested areas are being bought from local communities for Compensatory Afforestation in Tawang. However, this land is not being included in the land impacted by hydropower projects, thought it is being bought or rights acquired from local communities only to carry out compensatory afforestation.
The letters further said that the cumulative impacts due to labour has been seriously underestimated while prescribing phased construction and that public hearing on draft report of Tawang river basin study has not been conducted in Tawang.
Dead body of missing girl found

The Capital police confirmed the news that the lifeless body of Lobsang Chotten, aged 18, was found in a highly decomposed state and in hanging position from a vacant hut near Pahalwan Mor today at 1pm after someone informed of foul smell coming from the hut.
According to SP Capital Dipankar Mishra, all her belongings are intact and he ruled out any foul play.
A native of Tawang district, Lobsang hadn’t been seen since she left her home here on August 18 last. She was on her way home from tuition when she went missing. Parents of the deceased have identified the body.
IO of the case SI Sukhita Namchoom informed that no mark was found on the body.
She further informed that a suicide note was recovered from the belongings of the girl. However she declined to divulge contents of the suicide note.
“Further investigation is on to trace out any details in the case,” she added.
The Itanagar Buddhist Cultural Society (IBCS) has expressed deep shock over the untimely demise of the young girl.
Describing her death as unfortunate and a great loss to the society, its president Sonam Tenzing as well as family members expressed their deep gratitude to one and all for their prayers and untiring efforts to find her through various means.
The society further prayed for eternal peace of the departed soul.
Probe all, says AAPSU while APCC hits back at BJP
ITANAGAR, Aug 24: While welcoming the Gauhati High Court’s directive to the CBI to inquire into the alleged financial mismanagement by the Chief Minister, the AAPSU today said that the CBI probe should not be confined only to Nabam Tuki, as there are many more politicians, bureaucrats and technocrats who are deeply involved in corruption.
AAPSU is of the view that same sort of CBI probe should also be made upon all those individuals involved since everybody is equal before the eyes of law, it said while urging all other organisations not to make any fabricated and biased statements in this vexed issue until the final verdict by the High Court. The Union further said that if Chief Minister Nabam Tuki is found guilty then he should tender his resignation on moral grounds without delay because whenever there is a tussle in the higher level the developmental activities of the state are put on halt while the common citizens suffer unnecessarily.

Arunachal Pradesh Congress Committee (APCC) strongly condemned the demand for resignation of the Chief Minister and his council of ministers by State Bharatiya Janata Party (BJP).
Terming the demand unbecoming and aims at destabilising the democratically elected government in Arunachal Pradesh, APCC asked why do not leaders, like Madhya Pradesh Chief Minister Shivraj Singh Chauhan and Rajasthan Chief Minister Vasundhara Raje and their council of ministers allegedly involved in the Vyapam and Lalitgate scams resign when the CBI enquiry is going on.
“We will not tolerate the BJP’s unbecoming attitude. Such destructive behaviour will affect the smooth functioning of the State Govt.” stated APCC in a release.
APCC asked the BJP leaders to get their own houses in order first before raising such demand.
Meanwhile, while welcoming the CBI probe and expressing full faith in the judiciary, the All Arunachal Contractors Welfare Association has opposed the demand for resignation of CM. “We should wait for the final verdict of the court as per the CBI report and if the CM is found guilty during enquiry then he should resign on moral grounds,” the Association said. The Association urged everyone including all political parties and NGOs to extend support to the Govt at this crucial moment of changed policies and programme after replacement of the Planning Commission with Niti Ayog for all round development of the state.
Meanwhile, welcoming the Gauhati High Court’s recent directive to the Central Bureau of Investigation to probe into the alleged financial mismanagement by the incumbent Chief Minister Nabam Tuki, the United Organisation of Arunachal Pradesh (UOAP) in a release today, has demanded immediate resignation of CM Nabam Tuki and his council of ministers on moral ground.

SDC approves many important schemes
ITANAGAR, Aug 24: The first phase of the State Development Council (SDC) meetings chaired by Chief Minister Nabam Tuki that started from August 19 last, entered to its sixth day today. The departments having no or very small component of CSS were called during the 1st phase meetings.
Flanked by cabinet ministers, chief secretary, principal secretaries, commissioners, secretaries and head of departments, SDC made critical suggestions and also approved many important schemes and proposals put forth by the departments.

In a boost to communication network, the SDC appreciated the move of State transport department for introducing TATA Sumo services as feeder services to the remote areas of the state which will also create more employment.
While guidelines for Mukhiya Mantri Paryatan Vikas Yojana has been amended to boost home stay, adventure tourism and other tourism related activities, unemployed youth with degree/diploma in tourism will be given preference in employment generation scheme. Department has evolved a calendar of major festivals in the state to encourage tourists.
Keeping in view the success of local youths in national and international competitions, state government has decided to give more emphasis on youth activities from grass root levels, CM said while referring to his new initiatives of Mission Olympic and sports infrastructure development in the state.
Tuki reiterated that his Government’s commitment to provide essential food items in remote and inaccessible areas. He directed the departments to construct Godowns in appropriate/critical locations to facilitate adequate stock of essential commodities during exigencies.

The department of Karmik and Adhyatmik affairs would take up cultural and language preservation activities in all parts of the state in relations to belief systems prevalent in the state in future.

With the completion of the airport in Pasighat, coming of the railway and development of the waterway under soon to be launched waterways development programme of the GOI, the potential of Pasighat as an economic hub will further increase manifolds.”
“Further, connectivity of Pasighat to major economic centres of Assam and beyond will be a reality after completion of the Bogibeel Bridge in a few years. Pasighat also has the potential to be a major international commercial center as it is almost equidistant to all the major economic hubs in China and South East Asia by air,” stated the memorandum while driving its point home.
Further, growth of Pasighat under the Smart City project will also boost the GDP of eastern Arunachal Pradesh which has drastically gone down in the last few decades,” it said and, strongly appealed to the State Government to submit the proposal to the Centre without any further delay.

Leaving with no options as the police allegedly is unable to make any progress into the case, the organisations had demanded for constitution of a SIT to expedite the investigation so that the truth behind the mysterious death of the young teacher is unearthed.
However, the normal life was crippled in Mechukha town as shops and markets remained closed and all kinds of vehicles were off the roads except for a few police vehicles moving around. The education institutions, private establishments and financial institutions also remained closed.
The bandh that began this morning at 5.30 am will end at 5.30 am of August 26 next.
The magistrate on duty, hospitals, pharmacies and ambulance service are being exempted from the purview of the bandh.

In another session, resource person Mepung Tadar Bage spoke on the status of women in Arunachal Pradesh and highlighted various laws that are available for the protection and safety of women. Mepung also called upon the participants to have recourse to legal aid as and when required.
The students were also enlightened on reservation of seats for women in the Legislative Assembly and customary laws.
During interactive session, Fr. Cyriac, Director, DBYC, Itanagar spoke on various aspects of sexual harassment of women at work place and the causes for the same. This was followed by a group discussion where the participants were made aware of the factors that contribute to sexual harassment and ways and means of tackling the same.
Dr. V. N. Sharma, SLO, NSS, spoke at length on the role of the family and society in preventing cases of harassment of women.
The programme sponsored by Rajiv Gandhi National Institute of Youth Development (RGNIYD) Sriperumbudur in collaboration with State NSS Cell is the first of a series of six such trainings for students as well as NSS volunteers.

Stop child labour
Child labour which is quite rampant in the state has become matter of grave concern. The Child Line, Itanagar in collaboration with Itanagar police yesterday rescued an underage girl from Itanagar who was kept as domestic helper. She was allegedly ill treated by her employer and had received multiple injury. In recent year such kind of report about the ill treatment of domestic helpers has been received from various parts of state. Unfortunately most of the incidents are not reported to police and media.
Arunachalee tribal society has always prided itself for being welcoming towards the guests. Thousands of domestic helpers working across the state are like guests who are serving the people of state. Therefore, it is the duty of the people of Arunachal to treat these people with humane. Police along with district administrations also need to gear up to tackle this important issue. In many incident related to child labour, police and district administration has been found wanting. They will need to involve local NGOs to fight against this menace. At the moment, Child Line Itanagar is doing commendable job. Government should also extend helping hand to them and take the fight against child labour to the next stage.

Let merit be the criteria

Through your esteemed daily, I would to express few points regarding selection of Pasighat as Smart City.
High Power Committee which was constituted by the State Govt for selection of smart
city from the state has recommend Pasighat for the same on the basis of sheer merit
and nothing else as it fulfils all the pre-
No individual or union, whatsoever powerful they may be is greater than the elected Govt. Therefore, I appeal State Govt Led by Nabam Tuki, Ministers, M.Ps, MLAs, Common Public and others to support and keep the recommendation of High Power Committee as it is and don't succumb to the pressure of any individual or group. Any deviation from the right way may set wrong trend among the people in future.
So for once and for all merit must be the only criteria for selection of Smart city rather than pressure tactics.

Walk hand in hand
Dear Editor,
Through the columns of your esteemed daily, I would like to put forward few things on Smart City selection.
On 21/08/15, news was carried by most of the print media of AP, where ANSU gave seven days ultimatum to reconsider the decision recommending Pasighat for establishment of smart city. It is nice that ANSU wants the capital city to be developed but Pasighat is also a part of Arunachal Pradesh.
Just because it is the capital city, all the rights and privileges directly go to capital.
I'm afraid centre government would roll back their decision because we are witnessing so much drama over it.
Therefore, it is my earnest request to ANSU that let us walk hand in hand! This time let Pasighat avail the opportunity, next phase it could be Itanagar or Changlang or any other town of Arunachal Pradesh. Remember, united we stand & divided we fall.

The issue of SMART CITY is becoming really smarter day by day. It will be a wise
and gentleman`s wisdom to allow certain official decisions to go as it is, suspicion,
distrust on the competency and accurateness of official matters will be detrimental
to smooth fabric in the society. Why cannot we see smart city coming up in any part
of the state? The state capital belongs to everyone and if the parameters given
for the smart city by the Government of India is not fulfilled by Itanagar than what
is the big deal? Let us leave the technicality of recommending any town for the Smart
city. But we have to think about peaceful social co-
As we all are living in the age of Fast communicate and Digital India, no place is remote or no place is smarter than any other in real sense. The question of development of basic amenities in Arunachal has become less technical and more a Mental/social problem. We have many contractors who decide where the culvert/bridge should be placed and how it should be constructed and if Engineers give their Technical input they are challenged. Even the alignments of the roads are taken as per the whims and fancy of the Netas/contractors.
Now, I being one of the humble member of Nyishi Community and also a Former General Secretary of ANSU will request the present Team of ANSU leaders to reconsider the smart city issue. Let us not cultivate mistrust among the communities. If at all the smart city is done in Itanagar what specific benefit the Nyishi's will get? As the capital of any state belongs to every citizen of that state and moreover as an Arunachalee every part of state also belongs to every citizen of the state.

Dear Editor,
Arunachal, being low on population will not get number of smart cities in one go.
This golden opportunity should not be misused or misguided. I think it would be the best if it is located at the twin cities of the Itanagar and Naharlagun.
Funds meant for smart city should be judiciously used as it is a panacea for city development in Arunachal Pradesh. If any controversy arises for its location, I think people's opinion from different parts of Arunachal Pradesh should be taken into consideration.

Let there be more towns
Dear Editor,
Arunachal Pradesh has a land area of 83,743 km square and geographically the twin city is too far away from the other eastern districts. By building smart city in Pasighat, eastern Arunachal will get benefited economically and socially. Like Assam, we too must have some big major towns throughout the state, not concentrating only in the capital region for overall development of Arunachal Pradesh.
