ITANAGAR, Aug 24: Arunachal Indigenous Tribe’s Forum (AITF), conglomeration of all apex Community based organisations of Arunachal Pradesh and Indigenous Faith & Cultural Society of Arunachal (IFCSAP) has asked the state government to protect the land surrounding the Buddhist Gompa near Siddartha Hall Itanagar.

It further asked the state govt to address and restore the sanctity of all religious places in Arunachal Pradesh by protecting them from encroachment and other natural calamities.

 

We are far behind in quality education: VC

ITANAGAR, Aug 24: ‘Arunachal Pradesh has been steadily increasing its literacy rate. But in terms of quality product, we are far behind,’ observed Rajiv Gandhi University Vice Chancellor Prof. Tamo Mibang as he exhorted the students to ponder upon quality education.

There are many graduates who are loitering in the streets as the degree they acquired does not fetch them proper jobs or occupations, the VC said and called for over all personality development of students because that will have added advantage for them to become successful in life. He was addressing students at Government College Doimukh today.

Referring to some incidences of violence and indiscipline in the colleges especially during examinations, he asked the students to amend themselves as that will not only harm one’s career but also bring bad name to the society. “One must have pride of their own institution and always pay respect to their teachers that would ultimately yield fruits for them.” Earlier, he released the maiden edition of Annual College Magazine entitled – Odyssey and felicitated the first batch of the college. In his address, College Principal Dr N.T. Rikam informed that the enrolments of students in the college are increasing over the years and admission seekers are pouring in from all parts of the state. But he lamented that the college has only five class rooms which can hardly accommodate about 400 students. The manpower position especially in major subjects like English, History, Education and Political Science are also not in commensurate with the growing number of students in the college.

 

Daporijo Police commended for arrests

ITANAGAR, Aug 24: All Nyishi Students Union, Upper Subansiri Unit (ANSU-USU) and Don Youth Club commended the Daporijo police for arresting the alleged accused in Yapu Dong’s unnatural death case.

While demanding immediate apprehension of the remaining alleged accused, ANSU-USU urged authorities concerned not to release those arrested in bail for fair and speedy investigation.

The ANSU-USU demanded exemplary punishment for the culprits involved in such heinous crime under appropriate section of the law. It conveyed deep sense of condolence to the family members of the deceased and prayed for eternal peace of the departed soul.

Siang Highlander, Donggin win in Solung Volleyball competition

ITANAGAR, Aug 24: Siang Highlander defeated Moying Raseng team in straight 25-23, 25-17 sets in today’s first Itanagar Solung Festival Volleyball competition here.

The second match was played between Donggin team and Siang United team in which the former beat the latter by 25-21, 25-15 sets.

Siang Highlander will play against Siku Siang in tomorrow’s first match while Moying Raseng will be up against Donggin team in the second match. The final will also be conducted tomorrow.

 

APCMUHIS rated among top 12 health projects in the country

ITANAGAR, Aug 24: Arunachal Pradesh Chief Minister's Health Insurance Scheme (APCMUHIS) has been rated among the top 12 health projects in India 2015 and awarded with 'Skoch Order of Merit'.

“A jury of eminent experts and our secretariat has made this selection after going through a large number of nominations and over 300 presentations,” a communiqué from Dr Gursharan Dhanjal, Editor & CEO, 'Skoch Group informed.

This has added another feather in the cap of Tuki-led State Government.

The award will be presented during the 41st Skoch Summit to be held on September 22-23 at New Delhi.

The credit for the project goes to the state government headed by Chief Minister Nabam Tuki and all officials led by former Secretary (Health) Indra Mallo, who played a vital role in shaping this scheme into a successful project.

Dr. Nabam Peter had presented the project on behalf of the State Government.

 

Pinky finishes runners up in women and girls U-19 singles

ITANAGAR, Aug 24:  Pinky Karki was runners up in both Women and Girls U-19 singles in the just concluded 3rd Dorjee Khandu Memorial State Open Badminton Championship.

Pinky lost 9-21, 18-21 to Laa Yajum in the final of Women’s Single. She was again defeated 21-19, 10-21, 13-21 by Yajum in the Girls U-19 Single event.

Pinky Karki pairing with Taring Yania beat the pair of Laa Yajum and Tania Yasap 21-12, 21-04 to win the women’s Double title.

 

Airtel launches 4G services in Tawang

TAWANG, Aug 24: Bharti Airtel Limited (Airtel) today announced the commercial launch of its high speed 4G services (also called LTE) in Tawang.

Speaking on the occasion of launch, DC Tawang Duly Kamduk lauded the Airtel team led by Dulen Kalita, Zonal Sales Manager for bringing 4G services to this part of India. Further, he called on the service provider to connect uncovered areas like Lumla and Zemithang.

Capacity building prog for emergency and fire services personnel

ITANAGAR, Aug 24: A week-long training programme on Capacity Building of Fire and Emergency Services started at Don Bosco Youth Centre Auditorium here today. Deliberation on fire prevention, disaster management, search and rescue operation, First Aid, law and order management with practical demonstration will be part of the training.  

Speaking in the inaugural function, Y. W. Ringu, Additional Secretary cum Director of Disaster Management stated that this type of training enhances the ability to identify the possibilities and weaknesses of individuals, organisations, society or group to meet the development challenges. Since the time and the quantum of disasters are unpredictable, the stakeholders have to prepare basic guidelines for effective management in a planned manner to mitigate the life and property.

Kime Aya, Superintendent of Police, Fire and Emergency Services said that the Fire and Emergency Services is the first responder in an emergency situation and advised the participants to make best use of the training programme. Fr. Ceriac, Director of the Youth Centre also spoke on the occasion.

 

State level workshop for District AVP units concludes

ITANAGAR, Aug 24: Arunachal Vikas Parishad (AVP)  has organized a two-day workshop for its District Level Committees on August 22 and 23 at  Naharlagun. 49 office bearers from 16 district committees and 20 from State Managing Committee participated.

Addressing the inaugural function, Swami Pradeeptanandaji Maharaj of R K Mission lauded the  activities of the AVP  for the cause of the society. He suggested AVP members to practice meditation to shape one’s personality in right manner and to live a stress free life.

Man drowns in Dibang

ITANAGAR, Aug 24: One Karam Lego of Dambuk drowned in Dibang River while looking for his cattle today. His body was recovered from in between Needham Ghat and Bomjir Village after a long search conducted by the local administration with help of public.

On getting the news of the drowning, the local administration along with police, public and youth leaders immediately started the search and rescue operation using the inflated rubber raft of ADC Dambuk. The body of Lego was located and recovered from in between Needham Ghat and Bomjir Village after a long search operation,” informed Dambuk ADC Atul Tayeng.

The bravery and courage shown by the rescue and search operation team in the turbulent river was appreciated by all, he said.

 

MLA visits landslide-hit Kugging village

YINGKIONG, Aug 24: Local MLA Alo Libang accompanied by Tuting ADC and officers from Yingkiong and Tuting visited landslide hit Kugging village and assured the villagers to initiate appropriate measures to prevent or reduce landslides.

The MLA inspected the hillock located few meters above the village, where a major landslide had occurred threatening the village.

Libang suggested the villagers not to abandon their village hastily. He advised them to divert the MIC from the present direction to the other sides instead, which might be the one of the major factors for erosion and landslide.

Libang and his team also inspected the ongoing construction works of Kodak Bridge over Siang and asked the executing company to complete the construction as soon as possible for the greater interest of the public. DIPRO

 

Papum Pare DC calls for comprehensive vision document

YUPIA, Aug 24: Papum Pare Deputy Commissioner Tai Kaye today reiterated on preparation of simple and comprehensive vision document-2030 including all the sectors in the district.

Presiding over a meeting of all heads of departments on preparation of draft Arunachal Pradesh Vision Document-2030 in respect of Papum Pare district held at ZPC Conference Hall here, Kaye said all officers and officials must maintain good understating and cooperate with each other to prepare a vision document for the district.

Urging all officers to expedite the work, the DC said that other districts had already submitted their vision document plan but Papum Pare is lagging behind despite being nearer to the state capital. “We must give more emphasis on road connectivity to remote villages, power supply, livelihood activities, education, social sectors,” he said, and asked the all heads of department to prepare report as parameters laid down in Arunachal Pradesh Vision 2030.

After an elaborate discussion on various implications for preparations of vision document, the meeting set Aug 31 as the last date for submission of reports to the district administration by all HoDs.

Earlier, DPO M. Karga briefed the house about the aims and objectives of the meeting and requested the all HoDs to cooperate and submit the report in due time.

Dept. urged to depute SSA teachers as coordinators

ITANAGAR, Aug 24: The All Arunachal Pradesh Contractual Employees’ Association (AAPCEA) has in a representation to the Chief Secretary today appealed him to direct the education department to depute only experienced SSA teachers as coordinators under the SSA instead of regular teachers.

While urging the education department to follow the central guidelines as practised in most of the central sponsored schemes like NRHM, APSACS, Swach Bharat Abhiyan and others while appointing coordinators at state, district and cluster levels, the association said there is already shortage of regular teachers in the state and appointing them as coordinators will further put much burden on the SSA teachers.

 

Court issues productionwarrant against Thungon

New Delhi, Aug 24: A Delhi court has issued production warrant against former union minister P K Thungon, who is in jail in a graft case, for his alleged role in a scam relating to allotment of government shops here during 1993-94.

Special CBI Judge Sanjeev Aggarwal issued warrant against Thungon, also a former Chief Minister of Arunachal Pradesh, for September 14 after the court was informed that he was not present in the hearing as he was lodged at Rohini Jail here.

"Regarding accused P K Thungon, it is stated that he is in judicial custody and at present he is lodged at Rohini Jail in another corruption case. Issue production warrant against accused P K Thungon for the next date of hearing," the court said.

The court fixed the matter on September 14 for recording of statement of accused persons under section 313 of the CrPC as prosecution evidence in the case is complete.

Thungon was awarded a four-and-a-half year jail term in a 1998 graft case relating to misappropriation of central funds in July this year.

Thungon, who was Minister of State for Urban Affairs and Employment at the time of alleged offence, has been facing trial in this case along with then Urban Affairs and Employment Minister Sheila Kaul, three private persons.

Meanwhile, the court also received death verification report of Sheila Kaul that she has died on June 13 this year, following which it abated proceedings against her.

Accused Balodi had also died earlier and proceedings were abated. PTI

 

Women renovate village road

PASIGHAT, Aug 24: The women folk of the Siang belt are in the limelight for past few years for their exemplary services like eradication of drug menace from the society.

Now a group of women from Pasighat Municipal area came out with spades and shovels in the street to repair a road without seeking help from others.

Over 100 women including elderly women of Jarku (Siang bank) village under Pasighat Municipal area (Ward No-8) have rendered physical labour to repair the Jarku portion of Jarku-Siang road. It took a week’s time, but the women did not give up and finally renovated the damaged road and restored the road link today. They took the challenge after the civic body failed to repair the road despite repeated pleas. However, local MLA Kaling Moyong has extended some financial help for filling up the damaged road portions with sand-gravel.

The road from Lower Banskata to Jarku (Siang bank) is a busy urban road linking entire Jarku area located on right bank of Siang River with Pasighat market. The third wave of monsoon badly damaged many portions of the road in between Sanggoghat Tiniali and Jarku Middle School causing untold miseries to the local residents.

The road, which is the lifeline of about 500 families, connects entire riverine areas with the important pockets of the township. But the urban development authority is not putting special attention towards improvement of the road.

“The PMC authority reportedly pressed as many as 29 municipal sanitary staffs into the service providing machines to clear water logging in the township and fill up low lying areas during July this year, but it has ignored our village which falls under Ward No-8”, said Rebika Megu.

ITANAGAR, Aug 24: Arunachal Indigenous Tribe’s Forum (AITF), conglomeration of Community based organisations of the state and Indigenous Faith & Cultural Society of Arunachal (IFCSAP) has said that peace agreement signed between Government of India and NSCN (IM) on 3rd August must be made public. Territorial integrity of Arunachal Pradesh will not be compromised to fulfil the aspirations of Nagas, said a joint release.   

In a meeting held on 23rd August pertaining to the recent peace agreement and with reference to the press statements by various Naga based organisations including NSCN (IM) in its recent Independence Day celebration from its headquarter Hebron, clarifying their stand on the vexed issue of Naga territorial integrity and sovereignty, the AITF, IFCSAP and other community based organisations of Arunachal Pradesh reiterated that the content of recent peace agreement between Govt. of India and NSCN (IM) should be made public at the earliest for the benefit of all stakeholders.

“When the NSCN (IM) has clarified their stand on public domain about their principle of negotiations i.e. not compromising their demand of sovereignty and territorial integrity of all Naga inhabited area including some parts of Arunachal Pradesh, the opinion of likely affected people of Arunachal Pradesh must also be addressed before signing the final peace accord”, said the joint statement.

Meanwhile, Prime Minister Narendra Modi today said that "successful" talks with NSCN (I-M) has started a journey of "walking together" and will lead to the development of not only Nagaland but the entire northeast region. The Prime Minister also said successive governments have made efforts to bring peace and stability in the region though these have seen various ups and downs in the past.

Addressing a function at New Delhi to commemorate the birth centenary of Rani Gaidinliu, a spiritual Naga leader who was born in Manipur and fought for India's independence, Modi said the push of his government has been on the development of infrastructure of the Northeast region.

 

 

Massive traffic chaos in Capital

ITANAGAR, Aug 24: The Capital Complex today witnessed massive traffic jam due to the deteriorating road condition. In Naharlagun, there was heavy traffic jam starting from Papu Nallah itself. The recently repaired stretch of road between Barapani and Pachin River Bridge badly collapsed, which has slowed down the traffic movement. Due to it, there was massive jam from both the sides of National Highway with effects being felt till Papu Nallah and Industrial Area (A-sector).

In Itanagar, traffic near BB plaza moved at a snail’s pace owing to the increase in potholes. This caused heavy traffic jam near the Civil Secretariat area. The deteriorating condition of NH 415 (formerly known as NH-52(A)) is deeply frustrating the citizens.

The stretch between Barapani and Pachin River Bridge, where the road has been completely destroyed, was repaired only few days back. To the horror of motorists, the pebbles and sand deposited on the road as part of repairing got washed away due to the recent rain. Now it is becoming next to impossible to drive through this particular stretch of road. The engineers and contractors who used wrong technology to repair the said stretch of road should be extremely ashamed of their work. Even though the roads are in a horrible condition, strangely, the citizens of Capital Complex are maintaining stoic silence. Seems bad roads hardly bother them. Perhaps it is the effect of hundreds of SUVs running on the Capital roads.

 

 

Org writes to EAC on Tawang basin study shortfall

ITANAGAR, Aug 24: Save Mon Region Federation (SMRF) has written to the  Expert Appraisal Committee (EAC) on River Valley & Hydroelectric projects (Ministry of Environment, Forests and Climate Change) regarding the Tawang river basin study being taken up for discussion by the EAC in Delhi on Tuesday highlighting major issue in the current Tawang basin study. It said that some hydropower projects, ancillary industries and activities have not been included in the Tawang river basin study in violation of recommendations of the Forest Advisory Committee (FAC).

In the study, the impacts of 7.5 MW Khangteng and 3.0 MW Shyaro Nala, being built to provide construction power to 780 MW Nyamjang Chhu HEP is not included. These are being developed by NJC Hydropower Ltd. to provide construction power for the 780 MW Nyamjang Chhu project and part of the same MoA signed by the state govt for the larger project.

“The environmental and social impacts of these small projects are part and parcel of cumulative impacts due to the 780 MW Nyamjang Chhu project as well as the cumulative impacts at the Tawang river basin level”, said the SMRF.

The government of Arunachal Pradesh has not sought prior approval under the Forest (Conservation) Act, 1980 from the competent authority.

The Organisation believes that the state government has deliberately left out two projects from the Tawang river basin study to hide the fact that these projects are being built illegally by NJC Hydropower Ltd, the developers of the Nyamjang Chhu project.

Meanwhile, the North-eastern Regional office of the Ministry of Environment, Forests and Climate Change (MoEFCC) has written to New Delhi office that final forest clearance should not be granted to the 780 MW Nyamjang Chhu project in light of these violations by NJC Hydropower Ltd. It further said that Nyamjang Chhu project should be rejected in current form – Barrage is right in the middle of a wintering site of the Black-necked crane which is both ecologically and culturally important.

It further said that NEHU’s basin study has failed to study the impact of linear intrusions such as roads, power lines, tunnels which increases the impact on forest and biodiversity much more than has been estimated.

It further alleged that large land banks of forested areas are being bought from local communities for Compensatory Afforestation in Tawang.  However, this land is not being included in the land impacted by hydropower projects, thought it is being bought or rights acquired from local communities only to carry out compensatory afforestation.

The letters further said that the cumulative impacts due to labour has been seriously underestimated while prescribing phased construction and that public hearing on draft report of Tawang river basin study has not been conducted in Tawang.

 

 

Dead body of missing girl found

ITANAGAR, Aug 24: The dead body of the teenager who went missing from C-sector here last week has been found.

The Capital police confirmed the news that the lifeless body of Lobsang Chotten, aged 18, was found in a highly decomposed state and in hanging position from a vacant hut near Pahalwan Mor today at 1pm after someone informed of foul smell coming from the hut.

According to SP Capital Dipankar Mishra, all her belongings are intact and he ruled out any foul play.

A native of Tawang district, Lobsang hadn’t been seen since she left her home here on August 18 last. She was on her way home from tuition when she went missing. Parents of the deceased have identified the body.

IO of the case SI Sukhita Namchoom informed that no mark was found on the body.

She further informed that a suicide note was recovered from the belongings of the girl. However she declined to divulge contents of the suicide note.

“Further investigation is on to trace out any details in the case,” she added.

The Itanagar Buddhist Cultural Society (IBCS) has expressed deep shock over the untimely demise of the young girl.

Describing her death as unfortunate and a great loss to the society, its president Sonam Tenzing as well as family members expressed their deep gratitude to one and all for their prayers and untiring efforts to find her through various means.

The society further prayed for eternal peace of the departed soul.

 

 

Probe all, says AAPSU while APCC hits back at BJP

ITANAGAR, Aug 24: While welcoming the Gauhati High Court’s directive to the CBI to inquire into the alleged financial mismanagement by the Chief Minister, the AAPSU today said that the CBI probe should not be confined only to Nabam Tuki, as there are many more politicians, bureaucrats and technocrats who are deeply involved in corruption.

AAPSU is of the view that same sort of CBI probe should also be made upon all those individuals involved since everybody is equal before the eyes of law, it said while urging all other organisations not to make any fabricated and biased statements in this vexed issue until the final verdict by the High Court. The Union further said that if Chief Minister Nabam Tuki is found guilty then he should tender his resignation on moral grounds without delay because whenever there is a tussle in the higher level the developmental activities of the state are put on halt while the common citizens suffer unnecessarily.

Further, the AAPSU urged the government to reassess the decision of tender system of all the contract works which according to the union is not people-friendly and demanded the state government to immediately make necessary changes.

Arunachal Pradesh Congress Committee (APCC) strongly condemned the demand for resignation of the Chief Minister and his council of ministers by State Bharatiya Janata Party (BJP).

Terming the demand unbecoming and aims at destabilising the democratically elected government in Arunachal Pradesh, APCC asked why do not leaders, like Madhya Pradesh Chief Minister Shivraj Singh Chauhan and Rajasthan Chief Minister Vasundhara Raje and their council of ministers allegedly involved in the Vyapam and Lalitgate scams resign when the CBI enquiry is going on.

“We will not tolerate the BJP’s unbecoming attitude. Such destructive behaviour will affect the smooth functioning of the State Govt.” stated APCC in a release.

APCC asked the BJP leaders to get their own houses in order first before raising such demand.

Meanwhile, while welcoming the CBI probe and expressing full faith in the judiciary, the All Arunachal Contractors Welfare Association has opposed the demand for resignation of CM.  “We should wait for the final verdict of the court as per the CBI report and if the CM is found guilty during enquiry then he should resign on moral grounds,” the Association said. The Association urged everyone including all political parties and NGOs to extend support to the Govt at this crucial moment of changed policies and programme after replacement of the Planning Commission with Niti Ayog for all round development of the state.

Meanwhile, welcoming the Gauhati High Court’s recent directive to the Central Bureau of Investigation to probe into the alleged financial mismanagement by the incumbent Chief Minister Nabam Tuki, the United Organisation of Arunachal Pradesh (UOAP) in a release today, has demanded immediate resignation of CM Nabam Tuki and his council of ministers on moral ground.

It has further requested the CBI officials to leave no stone unturned to reveal the truth behind the whole gamut of financial mismanagement by the then PWD and UD Minister.

 

 

BJP state level workshop at Pasighat concludes

PASIGHAT, Aug 24: The three-day state level Pt Deen Dayal Upadhyay Moha Prasikshan Abhiyan (training and workshop) of the BJP concluded here yesterday.

Addressing the inaugural session, Union Minister of State for Home, Kiren Rijiju highlighted on various achievements of Narendra Modi led NDA government in the Centre. The union minister also suggested the young BJP activists to work with true nationalism.

Assam Lok Sabha MP Romen Deka, who is also National Secretary of the party and in-charge of Arunachal Pradesh, elaborately discussed on 'history and development' of BJP in India, while leader of opposition MLA Tamiyo Taga gave an overview of current political situation of the state.

Earlier, Pasighat-East MLA, Kaling Moyong laid emphasis on united efforts among the BJP activists for country’s development. He requested the youths to follow the party ideology.

Resource persons including Dr Mahesh Sharma, Adv. Bala Subramaniam and Nido Sakter imparted training on various issues such as party principle, cultural nationalism, Sangh Vichar Parivar and working systems etc of the saffron party.

Give more priority in tourism sector: DC

ZIRO, Aug 24: Lower Subansiri Deputy Commissioner Kanki Darang today said that the tourism sector should be given more priority as it accelerates socio-economic activities. He was addressing the inaugural session of the week-long training on employable skills on various trades for the educated unemployed at Abotani Hall, Hapoli.

He advised the participants to make optimal use of the opportunity and utilise the knowledge gained during the training programme.

SP Tumme Amo in his address elaborated the security measures initiated in the district to boost tourism sector and appealed to all hoteliers to install CCTV cameras in the hotel premises to deter crime. Besides infrastructure and good communication, security along with hospitality will alone propel the tourism sector ahead, he added.

Assistant Director, Tourism, Bengia Manna Sonam and S. Kar, Manager Ashoka Hotel dealt in detail about the training content and the module of the training.  

Theory sessions would be held at Abotani Hall and practical training will be conducted at IGTAMSU. Trainees of housekeeping will be taken in hotels and resorts at Ziro for firsthand experience. Kar also informed that around 600 people have been already trained under this programme. These trained people have formed their own groups and are currently providing catering and hospitality services.

DTO Tater Mize, while speaking on the occasion, informed that Ziro is one of the most attractive tourist places in the state. It recorded 10,000 domestic and 650 international tourists last season. With initiatives from the local NGOs, bird and butterfly watching have been started as a part of eco-tourism in the district.

Kago Habung, Chairman Rural Tourism Committee, requested the department of tourism to facilitate employment opportunities for the trainees after completion of the training and also stressed on wide publicity on Home-Stay providers at vital locations like Kimin and Banderdewa.

The first of its kind training programme in the district, being conducted by department of Tourism, witnessed more than 200 candidates turning up for registration. The training seeks to provide skills to the educated unemployed in various sectors like bakery and confectionary, cooking skills, housekeeping and tour guidance. DIPRO

 

 

SDC approves many important schemes

ITANAGAR, Aug 24: The first phase of the State Development Council (SDC) meetings chaired by Chief Minister Nabam Tuki that started from August 19 last, entered to its sixth day today. The departments having no or very small component of CSS were called during the 1st phase meetings.

Flanked by cabinet ministers, chief secretary, principal secretaries, commissioners, secretaries and head of departments, SDC made critical suggestions and also approved many important schemes and proposals put forth by the departments.

While department of Veterinary was asked to prepare clear-cut guidelines for selection of beneficiaries and a strong monitoring mechanism for all the schemes, CM asserted for strengthening cooperative movement in the state and agreed for enhancing the working capital of LAMPS for proper functioning.

The Fisheries department was advised to train unemployed youths for self employment. The CM categorically called upon the department to prepare viable schemes which should not be less than 40 lakhs for a visible output so that pisciculture could be made a sustainable income source for the farmers. He also asked the department to conduct awareness camps in the rural areas on its positive and remunerative prospects apart from issuing strictures for completely banning commercial fishing in the state.

“We have rich deposits of mines and minerals in the state which are required to be surveyed in collaboration with concern ministries of GoI to explore possibility of their extraction” Tuki emphatically said while directing the department to work on the direction.

Mapping of potential areas considering climate suitability for Rubber and Tea would be considered during the current fiscal, while zone wise nursery would be raised and cluster approach will be maintained to arrive at a visible impact to facilitate timely plantation and minimizing losses/damages of seedlings, CM said. He further advised to select the beneficiaries based on feasibility study rather than thin spread of resources.

In a boost to communication network, the SDC appreciated the move of State transport department for introducing TATA Sumo services as feeder services to the remote areas of the state which will also create more employment.

While guidelines for Mukhiya Mantri Paryatan Vikas Yojana has been amended to boost home stay, adventure tourism and other tourism related activities, unemployed youth with degree/diploma in tourism will be given preference in employment generation scheme. Department has evolved a calendar of major festivals in the state to encourage tourists.

Keeping in view the success of local youths in national and international competitions, state government has decided to give more emphasis on youth activities from grass root levels, CM said while referring to his new initiatives of Mission Olympic and sports infrastructure development in the state.

Tuki reiterated that his Government’s commitment to provide essential food items in remote and inaccessible areas. He directed the departments to construct Godowns in appropriate/critical locations to facilitate adequate stock of essential commodities during exigencies.  

In order to encourage industrial growth in the state, the State Development Council decided to seek assistances from CII-North East Chapter. State Government would take up feasibility study for industrial development by using natural resources through small and medium scale industries. Selection of trade and beneficiaries for employment generation schemes through skill development will be done after proper scrutiny and feasibility. Further, necessary assistances would be given to the trained youths for self employment while, subsidies will be given to unemployed engineers for setting up manufacturing units/small scale industries with support from banks.

In a major development, the research department would start work on codification of customary laws and also conduct linguistic survey & documentation of languages in Arunachal Pradesh.

The Government further decided to upgrade printing machineries under the department of printing and make it mandatory for all departments to use its facility to reduce the government expenditure and enhance government revenue. The department would also go for digitization of Gazettes since 1967.

The department of Karmik and Adhyatmik affairs would take up cultural and language preservation activities in all parts of the state in relations to belief systems prevalent in the state in future.

The Administrative Training institute was suggested by the council members to take up distance training programmes through video conferencing mode to the districts.

Tuki asserted for proper monitoring and execution of all state as well as centrally sponsored schemes to ensure their judicious implementation.

 

 

Demand for early submission of proposal on Smart City project

ITANAGAR, Aug 24: Adi Baane Kebang Youth Wing (ABK-YW) and Adi Students Union (AdiSU), in a joint memorandum, has appealed to the govt to stand by the decision to select Pasighat for Smart City Project by the High Power Committee and expedite the submission of the proposal to the Centre.

Appreciating the HPC for following the norms prescribed by the MoUD and transparency maintained by it in the selection process, both ABK-YW and AdiSU stated that implementation of the Smart City project in Pasighat will develop the oldest town in the state into an economic hub for whole eastern Arunachal Pradesh thereby generating employment and business opportunities for the people of the state.

It also described the geographical advantages in developing of Pasighat as Smart City, like large water sources to meet the water requirement for large urban population.

“It is located on the banks of Siang River, which will meet the water requirements for a large urban population. With the completion of the airport in Pasighat, coming of the railway and development of the waterway under soon to be launched waterways development programme of the GOI, the potential of Pasighat as an economic hub will further increase manifolds.”  

“Further, connectivity of Pasighat to major economic centres of Assam and beyond will be a reality after completion of the Bogibeel Bridge in a few years. Pasighat also has the potential to be a major international commercial center as it is almost equidistant to all the major economic hubs in China and South East Asia by air,” stated the memorandum while driving its point home.

Further, growth of Pasighat under the Smart City project will also boost the GDP of eastern Arunachal Pradesh which has drastically gone down in the last few decades,” it said and, strongly appealed to the State Government to submit the proposal to the Centre without any further delay.

 

 

First day of 48-hour Mechukha Sub-Division bandh passes off peacefully

ITANAGAR, Aug 24: The first 12-hours of 48 hours Mechukha Sub-Division bandh given by various organisations of Mechukha sub-division under the banner of Boh Ramo Bokar (Adi) Elite Society, demanding immediate arrest of the culprits involved in the alleged murder of Kali Bulo passed off peacefully this evening without any untoward incident.

Late Kali Bulo, an assistant teacher of Govt Higher Secondary School, Mechukha, was found dead under mysterious circumstances in his quarter on Aug 5 last morning. The incident had sparked widespread outrage among the people of area in particular and state in general. Leaving with no options as the police allegedly is unable to make any progress into the case, the organisations had demanded for constitution of a SIT to expedite the investigation so that the truth behind the mysterious death of the young teacher is unearthed.

However, the normal life was crippled in Mechukha town as shops and markets remained closed and all kinds of vehicles were off the roads except for a few police vehicles moving around. The education institutions, private establishments and financial institutions also remained closed.

The bandh that began this morning at 5.30 am will end at 5.30 am of August 26 next.

The magistrate on duty, hospitals, pharmacies and ambulance service are being exempted from the purview of the bandh.

 

 

Legal awareness prog for college girls held

ITANAGAR, Aug 24: A one-day sensitisation programme on legal awareness was held here for Don Bosco College girls numbering about 120.

Speaking on the occasion, Mitali Tingkhatra, Chairperson of APSCW explained the importance of Women’s Commission and how to make use of the services of the Commission for their well-being. Exhorting the girl students to become agents of change in the society, Mitali said “You have the paramount duty to enlighten the society as well as yourself on issues such as child marriage, forced marriage and sexual exploitation of women.” Mitali also spoke at length on equal rights for men and women.

In another session, resource person Mepung Tadar Bage spoke on the status of women in Arunachal Pradesh and highlighted various laws that are available for the protection and safety of women. Mepung also called upon the participants to have recourse to legal aid as and when required.  

The students were also enlightened on reservation of seats for women in the Legislative Assembly and customary laws.  

During interactive session, Fr. Cyriac, Director, DBYC, Itanagar spoke on various aspects of sexual harassment of women at work place and the causes for the same. This was followed by a group discussion where the participants were made aware of the factors that contribute to sexual harassment and ways and means of tackling the same.

Dr. V. N. Sharma, SLO, NSS, spoke at length on the role of the family and society in preventing cases of harassment of women.  

The programme sponsored by Rajiv Gandhi National Institute of Youth Development (RGNIYD) Sriperumbudur in collaboration with State NSS Cell is the first of a series of six such trainings for students as well as NSS volunteers.

Stop child labour

Child labour which is quite rampant in the state has become matter of grave concern. The Child Line, Itanagar in collaboration with Itanagar police yesterday rescued an underage girl from Itanagar who was kept as domestic helper. She was allegedly ill treated by her employer and had received multiple injury. In recent year such kind of report about the ill treatment of domestic helpers has been received from various parts of state. Unfortunately most of the incidents are not reported to police and media.

Arunachalee tribal society has always prided itself for being welcoming towards the guests. Thousands of domestic helpers working across the state are like guests who are serving the people of state. Therefore, it is the duty of the people of Arunachal to treat these people with humane. Police along with district administrations also need to gear up to tackle this important issue. In many incident related to child labour, police and district administration has been found wanting. They will need to involve local NGOs to fight against this menace. At the moment, Child Line Itanagar is doing commendable job. Government should also extend helping hand to them and take the fight against child labour to the next stage.

Let merit be the criteria

Dear Editor,

Through your esteemed daily, I would to express few points regarding selection of Pasighat as Smart City.

High Power Committee which was constituted by the State Govt for selection of smart city from the state has recommend Pasighat for the same on the basis of sheer merit and nothing else as it fulfils all the pre-requisite criteria required for a place to be eligible to consider under the scheme. That news brought smile on the face of majority of people of Arunachali as one of its own town from the state may included in the list of smart cities but ANSU is going in other way. They are raising objection and giving ultimatum to the State Govt. against recommendation of Pasighat for smart city which is absolutely unnecessary and uncalled for. Being capital of the state, Itanagar is getting lion's share of central funds and all the major projects are being implemented in Itanagar only. Even if Itanagar had been selected in place of Pasighat, nobody would have raised any objection then why ANSU is having so such discontentment?

No individual or union,  whatsoever powerful they may be is greater than the elected Govt. Therefore, I appeal State Govt Led by Nabam Tuki, Ministers, M.Ps, MLAs, Common Public and others to support and keep the recommendation of High Power Committee as it is and don't succumb to the pressure of any individual or group. Any deviation from the right way may set wrong trend among the people in future.

So for once and for all merit must be the only criteria for selection of Smart city rather than pressure tactics.

Walk hand in hand

Dear Editor,

Through the columns of your esteemed daily, I would like to put forward few things on Smart City selection.

On 21/08/15, news was carried by most of the print media of AP, where ANSU gave seven days ultimatum to reconsider the decision recommending Pasighat for establishment of smart city. It is nice that ANSU wants the capital city to be developed but Pasighat is also a part of Arunachal Pradesh.

Just because it is the capital city, all the rights and privileges directly go to capital.

I'm afraid centre government would roll back their decision because we are witnessing so much drama over it.

Therefore, it is my earnest request to ANSU that let us walk hand in hand! This time let Pasighat avail the opportunity, next phase it could be Itanagar or Changlang or any other town of Arunachal Pradesh. Remember, united we stand & divided we fall.

Every part of state belongs to every citizen of the state

Dear Editor,

The issue of SMART CITY is becoming really smarter day by day. It will be a wise and gentleman`s wisdom to allow certain official decisions to go as it is, suspicion, distrust on the competency and accurateness of official matters will be detrimental to smooth fabric in the society. Why cannot we see smart city coming up in any part of the state? The state capital belongs to everyone and if  the parameters given for the smart city by the Government of India is not fulfilled by Itanagar than what is the big deal? Let us leave the technicality of recommending any town for the Smart city. But we have to think about peaceful social co-existence among the various tribes in the state. I for one feel than ANSU should take the lead in peaceful coexistence of all the tribes in the state.

As we all are living in the age of Fast communicate and Digital India, no place is remote or no place is smarter than any other in real sense. The question of development of basic amenities in Arunachal has become less technical and more a Mental/social problem. We have many contractors who decide where the culvert/bridge should be placed and how it should be constructed and if Engineers give their Technical input they are challenged. Even the alignments of the roads are taken as per the whims and fancy of the Netas/contractors.

Now, I being one of the humble member of Nyishi Community and also a Former General Secretary of ANSU will request the present Team of ANSU leaders to reconsider the smart city issue. Let us not cultivate mistrust among the communities. If at all the smart city is done in Itanagar what specific benefit the Nyishi's will get? As the capital of any state belongs to every citizen of that state and moreover as an Arunachalee every part of state also belongs to every citizen of the state.

Seek opinion

Dear Editor,

Arunachal, being low on population will not get number of smart cities in one go.

This golden opportunity should not be misused or misguided. I think it would be the best if it is located at the twin cities of the Itanagar and Naharlagun.

Funds meant for smart city should be judiciously used as it is a panacea for city development in Arunachal Pradesh. If any controversy arises for its location, I think people's opinion from different parts of Arunachal Pradesh should be taken into consideration.

Let there be more towns

Dear Editor,

Arunachal Pradesh has a land area of 83,743 km square and geographically the twin city is too far away from the other eastern districts.   By building smart city in Pasighat, eastern Arunachal will get benefited economically and socially. Like Assam, we too must have some big major towns throughout the state, not concentrating only in the capital region for overall development of Arunachal Pradesh.
